A tunnel built for the First Canal. There is a plaque with engraved writing by Aritomo Yamagata, “Kaku to Shite Sore Iruru Koto Ari.” The phrase means that “the expansive landscape with the canal mirrors the expanse of the human heart.” It is a quote from a writing by Han Yu, a philosopher of the Tang Dynasty of China.
